Pakistan says Afghan strikes hit militants; U.N. confirms 10 civilian deaths
Pakistan says airstrikes in Kunar and Helmand killed 22 militants. U.N. monitors confirmed at least 10 civilian deaths, most of them children, and nine injuries; Taliban authorities reported a different toll.
Three accounts describe different people and totals
Pakistan said it struck two locations inside Afghanistan on October 1 and killed 22 militants, describing the attacks as intelligence-led and precise. The United Nations Assistance Mission in Afghanistan said it confirmed at least 10 civilians killed, most of them children, and nine injured. Taliban authorities said three homes were hit and reported nine people killed and 11 injured, including women and children. [1][2][3][4]
These figures should not be added or averaged. Pakistan's 22 is a military claim about alleged fighters; UNAMA's figures are verified civilian casualties; and the Taliban total is a preliminary official account. Reuters and AP said the militant claim could not be independently verified, and Pakistan did not immediately answer the U.N. civilian-casualty finding. [1][2][3]
Residents and local reporting describe homes struck
AP reported from Kunar that a resident described rescuers pulling victims from damaged homes. Afghan newsroom Amu TV and Pashto-language 8am Media relayed UNAMA's finding and the competing claims. Those reports add local context but do not independently identify every casualty or establish the status of each person Pakistan says it targeted. [2][4][5]
AP reports that UNAMA has recorded more than 1,100 civilian deaths and injuries from cross-border violence in Afghanistan during 2026. That is a wider cumulative figure, not the casualty count for the October 1 strikes. [2][3]
Responsibility for any unlawful attack has not been adjudicated
Pakistan says armed groups operating from Afghanistan have attacked inside Pakistan and that Kabul has failed to restrain them. Taliban authorities deny allowing Afghan territory to be used for attacks. Those statements establish the parties' positions, not the identity of the dead or whether each strike complied with international law. [1][2][6]
The reviewed reporting did not include target files, weapons data or a completed independent investigation sufficient to judge each strike. Pashto reporting was reviewed in the original and checked against UNAMA, Reuters, AP and Amu TV before being summarized in English. [5][3][1][2]
How the sources compare
| Source | What it adds | Scope or limitation |
|---|---|---|
| UNAMA · English | The verified minimum of 10 civilians killed, most children, and nine injured. | The accessible notice did not identify every victim or provide a full strike assessment. |
| Reuters and AP · English | The competing totals, Pakistan's target claim, resident testimony and broader conflict context. | Neither could independently verify that the 22 people Pakistan counted were militants. |
| Amu TV and 8am Media · Dari/Pashto | Afghan regional reporting and original-language confirmation of the U.N. and Taliban accounts. | Early local reports rely partly on official and U.N. sources and use preliminary figures. |
| Al Jazeera English | Regional context and the parties' stated security positions. | It does not provide independent evidence for the claimed militant identities. |
What remains unclear
The identities and civilian or combatant status of all people Pakistan says it killed.
Why the Taliban and UNAMA totals differ and whether either will be revised.
The weapons, coordinates and precautions used in each strike.
Whether an independent investigation will find any violation of international law.
