Abbas postpones Palestinian elections to September 2027

A presidential decree moved Palestinian legislative elections from November 2026 to September 11, 2027 and called a presidential vote for the same day, prolonging a national-election gap that began in 2006.

A decree moved the legislative vote and added a presidential election

Palestinian Authority President Mahmoud Abbas issued a decree on October 10 postponing legislative elections that had been scheduled for November 28, 2026. The decree set September 11, 2027 for simultaneous presidential and legislative elections and said voting should include East Jerusalem, the West Bank and Gaza. WAFA, the Palestinian Authority's official news agency, published the decree's new date; Reuters, AP and Al Jazeera separately reported the change. [1][2][3][4]

The Palestinian Central Elections Commission's Arabic site still displayed the earlier July decree and November 28, 2026 legislative date when reviewed. That page documents the superseded timetable rather than contradicting the later presidential decree. Administrative pages, voter registration, candidate rules and observer arrangements will need to be updated before the new schedule can be treated as operational. [5][1]

The Palestinian Authority cited Israeli restrictions and security conditions

The decree blamed Israeli military measures, settlement expansion, withheld Palestinian tax revenue and restrictions affecting election personnel and observers. It also cited conditions in Gaza and the absence of a complete Israeli withdrawal. Those are the Palestinian Authority's stated reasons. They do not establish that a further delay was the only possible response or that the September 2027 vote will be allowed to proceed. [2][1][4]

East Jerusalem participation and access across the occupied Palestinian territory remain practical and political obstacles. Reuters said Israel did not immediately comment on the new decree. A response from Israel, detailed movement guarantees and a Gaza voting plan were not available in the reviewed material. [2][3]

The delay deepens an already long representation gap

Palestinians last held a presidential election in 2005 and a legislative election in 2006. Abbas's elected presidential term expired in 2009, and the legislature has not functioned as a national elected body through the prolonged Fatah-Hamas split. AP and Reuters therefore describe the postponement as a further credibility test for institutions that have operated for years without renewed national mandates. [3][2]

Local elections have occurred, including municipal voting in 2026, but they do not replace presidential and legislative elections. Fatah and Hamas announced a Cairo understanding this week, while unresolved disputes over candidates, security, governance and armed factions continue. An agreement to consult or compete is not proof that every major Palestinian faction will accept the rules or the result. [2][4]

A date is not yet a guarantee of a vote

The new decree creates a formal target but does not resolve access, registration, candidate eligibility, institutional control in Gaza, election monitoring or the handling of disputes. Previous election plans have also been delayed. The strongest evidence of progress will be a revised commission calendar, published procedures, credible observer access and measurable freedom for candidates, journalists and voters. [5][3][2]

For Palestinians, the consequences extend beyond party competition. National representation affects claims to democratic legitimacy, public oversight of security and spending, and who can negotiate over Gaza's recovery, occupation, statehood and relations with Israel. The decree postpones those accountability questions; it does not settle them. [3][2][1]

What remains unclear

Whether presidential and legislative elections will actually occur on September 11, 2027 after repeated delays.

Whether Israel will permit campaigning, voting, observers and election administration in East Jerusalem and across movement-restricted areas.

How registration and voting would operate in Gaza and whether all major Palestinian factions will participate and accept the rules.

Which candidates will be eligible and what legal process will resolve challenges and certify results.

Whether journalists, civil society and international observers will receive timely and independent access.
